Adaptation & Resilience in Southeast Asia: A Primer for Philanthropy [Executive Summary]

Southeast Asia is navigating a complex polycrisis of social, economic, and geopolitical pressures, with climate change emerging as the top concern among citizens in countries like the Philippines, Vietnam, Malaysia, and Thailand—surpassing even unemployment or recession.

Addressing these challenges requires a whole-of-society approach. Philanthropy can play a catalytic role in enabling long-term, systemic change—particularly in building climate resilience for the most vulnerable communities.

This Primer provides an overview of the climate adaptation and resilience landscape in Southeast Asia—highlighting key risks and consequences, who’s doing what in action and funding, as well as outlining gaps and opportunities in the region. Geared towards funders, it suggests initial directions to spark conversation and further explorations around building climate resilience for communities in our region.

The A&R primer on SEA is a product of collaboration with Adaptation & Resilience Funders Collaborative (ARC) convened by ClimateWorks Foundation, originating from the COP28 Call to Action for Philanthropy to accelerate action for climate adaptation.
