The study is led by Asia Philanthropy Circle, conducted by the Centre for Evidence and Implementation (CEI) in partnership with the Centre for Holistic Initiatives for Learning and Development (CHILD) in Singapore, and jointly supported by 10 APC members.

The study is produced primarily to guide donors, but also service providers, government agencies, and other key stakeholders towards gaps in the ECD system that require further intervention and investment, and to provide recommendations where sectors could collaborate to improve ECD outcomes in the region.
